"Governor Romney thinks it (Obamacare) is an unconstitutional penalty." -4First Mitt agreed that it was not a tax; then he stated that it was a tax; then he believed it was an unconstitutional penalty; then he clearly stated that it was a tax; to top it all off, he insists that because he and the Mass legislature described the mandate as a penalty, it stays a penalty.
Crazy, right? Or was that crazy Right?
